Town Council held their Regular Meeting on Monday, March 23, 2020. The following resolutions were made regarding a Discretionary Use Permit, transfer for the 2019 fiscal year, and Bylaw 01-20 Being a Bylaw of the Town of Kindersley to Regulate the Use of the Municipal Flag, Coat of Arms, Badge, Seal, Logo, and Chain of Office, and to Establish a Procedure for Proclamation Requests.

Before beginning the agenda, Mayor Perkins addressed the continually developing COVID-19 crisis. He called for “cool heads and smart decision making” to be made regarding the social distancing that has been strongly recommended by the Province and the mandatory self-isolation for travelers returning from outside of Canada. He thanked the healthcare workers, grocery stores, restaurants who are open for take-out, employees with the Town of Kindersley, and Premier Moe and his people with the Province. He then addressed the closure of Town facilities such as the West Central Events Centre, Kindersley Aquatic Centre, Elks Hall, and Norman Ritchie Community Centre. Noting that more recently, the Town Administration Office was closed to the public. Mayor Perkins continued that these facilities are closed until the Province rules otherwise. Just because they are closed does not mean work isn’t being done. Improvements and maintenance are being done in facilities, Town Administration staff are still there to answer your questions and concerns, and the Public Works department is still attending to most regular and emergency services.

A Discretionary Use Permit for a Day Care at the residence of 18 Thomson Drive was approved by Council being that all conditions of the permit are adhered to. Council resolved to authorize Administration to transfer for the 2019 fiscal year, the following amounts: 1. $200,000 to the Pool Reserve, 2. $225,000 to the Recreation Reserve, and 3. $250,000 to the Machinery and Equipment Reserve.

The list of accounts as paid by the Town of Kindersley was accepted in the amount of $357,511.47.

Three readings and approval was granted for Bylaw 01-20, Being a Bylaw of the Town of Kindersley to Regulate the Use of the Municipal Flag, Coat of Arms, Badge, Seal, Logo, and Chain of Office, and to Establish a Procedure for Proclamation Requests. The bylaw can be viewed at www.kindersley.ca.

The Consent Agenda was approved including the following items: Correspondence for Acceptance and Filing (Sask Health Authority – Light it Up Green/Green Shirt Day – April 7, 2020, EK Water Board – Pumping Report – February 2020, Sask Water Security Agency – Permit to Operate – March 6, 2020, and Kindersley Chamber of Commerce – COVID19 Poster – March 18, 2020).
