Kindersley is the vibrant and progressive hub of west central Saskatchewan and has a population of approximately 5,400 (2016 Saskatchewan Health Covered Population). It is conveniently situated along Highway 7, the main corridor linking Saskatoon and Calgary, and the third most travelled highway in Saskatchewan. The community is surrounded by rich agricultural land and a thriving oil and gas industry, all of which contribute to Kindersley’s strong economy and long-term sustainability.

Business Licences

If you are operating a business within the Town of Kindersley that is not a commercially assessed property, you are required to purchase a business licence prior to conducting business. This applies to:
• Any home-based business
• Out of town contractors/tradespeople
• Transient/direct traders

Licences can purchased at the Kindersley Administration Office at 106 5th Avenue East.

Downtown Business Sector

Kindersley downtown business sector is a vital component to the health and vitality of the entire community. This presentation highlights the various efforts that can be made in downtown business areas to encourage and sustain growth, refurbish existing properties, promote new business development and construction, and diversify use of the area.

Economic Development Tax Incentive Bylaw

Eligible properties are subject to the following criteria, in addition to other criteria detailed in Bylaw 05-17:

  • Eligible properties with Occupancy Permits issued from November 1, 2016 until December 31, 2018 shall be eligible for the Exemption.
  • All required Demolition Permits, Development Permits, Building Permits, and Occupancy Permits must be completed and approved by the Town.
  • Construction must be completed, and Occupancy Permit issued within eighteen (18) months of issuance of the Building Permit.

The exemption is only applicable to completely New Construction of Principal Buildings, be they Dwellings, Ready-to-Move Homes, Modular Homes, Site Built Homes, and Buildings, or other completely new Buildings, as defined in the Town of Kindersley Zoning Bylaw, having been constructed in, or moved into, the Town.


Council adopted the Economic Incentive Tax Exemption Bylaw (05-17), putting into immediate effect a new limited time tax exemption for eligible new construction of residential, commercial, and industrial buildings within the Town of Kindersley.

Tax Exemption

The tax exemption will be for all applicable levied taxes, including school tax taxes pursuant to Section 298(5) of The Municipalities Act, for a period of two (2) to seven (7) years depending on the class of structure or building, as determined by the Town of Kindersley Zoning Bylaw, and the estimated value of construction.
