On Monday, December 18, 2023, Town Council held their Regular Meeting.

7.2: The Council of the Town of Kindersley resolved to award Contech General Contractors Ltd. as the successful bidder for the 2024 Watermain Replacement, the Mayor and Chief Administrative Officer (CAO) were directed to enter into an agreement in the amount of 2,226,976.00 plus applicable taxes.

7.3: Council resolved to direct the Mayor and Chief Administrative Officer (CAO) to enter into an Agreement with SaskEnergy Incorporated for a Utility Easement.

7.4: Town Council resolved to approve the following appointments for a term beginning January 1, 2024 and which shall expire December 31, 2024:

  1. Deputy Administrator: Kim Vogel
  2. Auditor: CHBB Chartered Professional Accountants
  3. Assessor: Chief Administrative Officer, Audrey Hebert
  4. Building Officials:
    1. (Class 3) – Chris Gates BuildTECH Consulting & Inspections Inc.
    2. (Class 3) – Karly Heatcoat of BuildTECH Consulting & Inspections Inc.
  5. Town of Kindersley Emergency Measures Coordinator: Deputy Administrator, Kim Vogel
  6. Town of Kindersley Emergency Measures Deputy Coordinator: Bylaw Enforcement Officer, Trina Koska
  7. Planning Consultancy of Record: Crosby Hanna & Associates
  8. Engineering Consultancy of Record: AECOM

7.5: The Town of Kindersley appointed Western Municipal Consulting Ltd. to manage the Board of Revision process for the term of January 1, 2024, through to December 31, 2024; remuneration as set out in Western Municipal Consulting Ltd. fee schedule, with the following to serve as Members of the Board of Revision: Dave Gurnsey, Dave Thompson, Donna Rae Zadvorny, Gordon Parkinson, Jeff Hutton, Kevin Kleckner, Mike Waschuk, Murray Dean, Stew Demmans, Tim Lafreniere, Wayne Adams, Ken Friesen, Femi Ogunrinde, Fife Ogunde, Maureen Jickling, Jamie Tiessen, Corey Zaharuk, John Krill, Christopher Blueman, Alan Sawatsky, Mike Meleca, Hany Amin, Kimberly Speers, Nick Coroluick, and Rick Leigh.

The Chair shall be responsible for naming no fewer than three (3) members for the hearing of any matter. Where the Chair does not include themselves among the appointees, the members appointed for a hearing shall determine the chair of that hearing among their numbers.

The Town of Kindersley appoints Kristen Tokaryk with Western Municipal Consulting Ltd. as Secretary to the Board of Revision for the term of January 1, 2024, through to December 31, 2024; remuneration as set out in Western Municipal Consulting Ltd. fee schedule. If Kristen Tokaryk is unable to perform secretarial functions for reasons which may include scheduling difficulties the secretary may appoint a delegate to perform administrative functions and may appoint a recording secretary for the purposes of any hearing.

7.6: The Town of Kindersley appointed Western Municipal Consulting Ltd. to manage the Development Appears Board process for the term of January 1, 2024, through to December 31, 2024; remuneration as set out in Western Municipal Consulting Ltd. fee schedule, with the following to serve as Members of the Development Appeals Board: Dave Gurnsey, Dave Thompson, Donna Rae Zadvorny, Gordon Parkinson, Jeff Hutton, Kevin Kleckner, Mike Waschuk, Murray Dean, Stew Demmans, Tim Lafreniere, Wayne Adams, Ken Friesen, Femi Ogunrinde, Fife Ogunde, Maureen Jickling, Jamie Tiessen, Stu Hayward, Pam Malach, Barry Clark, Corey Zaharuk, John Krill, Christopher Blueman, Alan Sawatsky, Mike Meleca, Hany Amin, Kimberly Speers, Nick Coroluick, and Rick Leigh.

If Claudette McGuire is unable to perform secretarial functions for reasons which may include scheduling difficulties the secretary may appoint a delegate to perform administrative functions and may appoint a recording secretary for the purposes of any hearing.

7.7: Town Council authorized Administration to transfer the indicated amounts to the following reserves for projects budgeted in 2023 but not completed:

  • Service Roads Reserve: $256,200
  • Recreation Reserve: $468,850
  • Unspecified Reserve: $150,000

7.8: Council approved the Kindersley Fire Department’s Standard Operating Guidelines.

8.1: Council resolved to accept as submitted the list of accounts as paid by the Town of Kindersley in the amount of $1,173,380.73.
