Highlights from February 12, 2018 Council Meeting

Council appointed Councillor Shaun Henry as Deputy Mayor for a term of two years, effective immediately, to fill the vacant position left by former councillor Ken Francis who announced his resignation at the January 29 meeting. 

Tessa Sautner represented the 2017 Youth Committee to accept the Saskatchewan Municipal Award from Mayor Rod Perkins, which was presented to the Town of Kindersley at the annual convention of the Saskatchewan Urban Municipalities Association (SUMA) in early February to recognize the Youth Committee initiative.

Kindersley Minor Ball rep Chad Miller was the second delegation of the evening, providing Council with an update on planned improvements for Kindersley ball fields in 2018, which include the proposed purchase of a new aerator and in-field groomer.

A by-election to fill the vacated seat of Councillor has been set for April 11, 2018, and Chief Administrative Officer (CAO) Bernie Morton was appointed as Returning Officer.

In accordance with Bylaw 05-16, Council approved a motion that requires every candidate of municipal office to obtain a current Criminal Record Check at the candidate’s expense, and to include the results of this Criminal Record Check with the candidate’s completed Nomination Form.

Highlights from January 29, 2018 Council Meeting

Mayor Rod Perkins and Chief Administrative Officer (CAO) Bernie Morton were directed to enter into a Non-Exclusive Occupancy Agreement with Kindersley Animal Welfare Society (KAWS) for the shared use of the Animal Pound.

Council also directed administration to purchase a SCADA software key ($12,305, plus applicable taxes) for the Water Treatment Plant to ensure efficiency of the system. This purchase will form a part of the 2018 operating budget.

Highlights from January 15, 2018 Regular Meeting of Council

Council held a public hearing to discuss Bylaw 16-17, which amends the Zoning Bylaw by clarifying the definition for railways and ancillary railway functions. With no members of the public in attendance and no written correspondence about the Bylaw having been received, Council subsequently proceeded to give second and third reading to Bylaw 16-17 and adopt it.

Council also approved revisions to the Procurement and Purchasing Policy that update the policy with references to current trade laws.

Council supported the plan to consolidate three lots as per the request of West Central Abilities to accommodate a planned building project on the site currently occupied by the West Central Crisis and Family Support Centre.

A protocol to approve change orders related to the construction of the Kindersley Aquatic Centre was presented to Council for consideration, and approved. The protocol identifies that change orders up to $24,999.99 (before taxes) may be considered and approved by the committee overseeing the construction project (Bernie Morton, CAO; Tim Hanna, Director of Community Services; Councillor Dean Galbraith; and Councillor Gary Becker) who collectively have the authority to render a final decision on change orders up to this amount. Highlights from December 21, 2017 Special Council Meeting

A Special Meeting of Council was held on Thursday, December 21, 2017 at 4:00PM in Council Chambers. 

The Airport Bylaw 10-17 was brought back to Council for second and third reading after being tabled at the December 11, 2017 Regular Meeting of Council. Schedule B, the Schedule of Airport Fees, was amended with consideration to input Council received from Kindersley Airport users, and Bylaw 10-17 was subsequently adopted with these changes, and put into effect immediately.

Council also gave first reading to Bylaw 16-17, which is a bylaw to amend Zoning Bylaw 04-14 by adding a new definition for Railways and ancillary railway functions. Public Notice of this amendment will be issued as per requirements of The Planning and Development Act, 2007, and Bylaw 16-17 will be brought back to Council for second and third reading at the January 29, 2018 Regular Meeting.

Highlights from December 11, 2017 Council Meeting

Resident Todd Ecklin attended as the first delegation of the meeting, requesting an update and timeline to resolve issues impacting his and other 6th Street West properties, which Ecklin had previously met with Mayor Rod Perkins to discuss. These included installation of privacy fencing, rodent control, and concerns about hazardous goods in nearby commercial lots.

Kindersley Airspray owner Colin Bevan addressed Council as the second delegation of the evening, identifying a variety of concerns with the proposed Airport Bylaw 10-17, which was scheduled for second reading during the December 11 Council meeting. Bevan suggested that better consultation with airport users should have been conducted and questioned a variety of other amendments.

Kindersley Flying Club representative Monte Sheppard also brought forward concerns about the Airport Bylaw to Council, particularly citing opposition to the implementation of landing fees, and requesting that adoption of the bylaw be postponed until further consultation takes place.

Council subsequently tabled the second reading of Airport Bylaw 10-17 and scheduled a Special Meeting of Council on December 21 to give further consideration of the proposed amendments.

In accordance with a provision of The Municipalities Act, Council formally appointed Chanell Brick, Bernie Morton, and Melissa Torrens as authorized Bylaw Enforcement Officers in and for the Town of Kindersley. This appointment supersedes all previous appointments related to bylaw enforcement officers.

Highlights from November 27, 2017 Council Meeting

Council affirmed the Children’s Charter of the Kindersley Integrated Children’s Services (KICS), as presented at Council’s November 14, 2017 Regular Meeting. In doing so, Council resolved to consider the principles outlined in the Charter when making decisions that will impact children and families; and encouraged others who are invested in the growth and development of our children and community to do the same. A copy of the Charter will be displayed some Town-owned facilities.

Due to lack of interest and participation, Council decided to discontinue the Arts, Culture, and Heritage Advisory Group, but stressed the need for continued communication and positive working relationships that have been established between the member organizations and the Town of Kindersley, and between the organizations themselves.

Council authorized the transfer of $143,550 to the Recreation Reserve for projects budgeted in 2017 but not completed.

Bylaw 10-17, a Bylaw to Regulate the Kindersley Regional Airport, and to Provide for Airport Authority, Rules, Regulations, and Fees, was given first reading by Council. It will go for second and third reading on December 11, 2017.  This bylaw will replace the previous Airport Bylaw, 11-16.

Council gave three readings and subsequently approved Traffic Bylaw 12-17, which provides standardized regulations pertaining to the procedure with which violations are noted, enforced, and brought into accordance with provincial legislation.
