Resident Jason Hankewich appeared before Council to discuss the creation of an outdoor basketball court in Elks Park adjacent to the Norman Ritchie Community Centre. Council and Administration both expressed support for the project and a resolution was passed for Administration to work with Hankewich to inform and solicit support from residents in the immediate area and to address any concern prior to construction. The basketball court will be paid for by private donations. Council requested that Chief Administrative Officer (CAO) Bernie Morton report back to Council on the project at Council’s next meeting in September.

Kindersley Slo-Pitch Association member Kurt Wagner was the second delegation to the meeting, updating Council on the association’s plan for proposed upgrades to the ball diamonds. Wagner was encouraged to work closely with the Kindersley Regional Park in future planning as the land on which the slo-pitch diamonds are located falls within the park authority’s jurisdiction.

Council directed Administration to waive the non-primetime ice rental fees applied to the Iron Horse Kindersley Klippers for the 2017-18 season; and to apply a rate of $900 plus GST per regular season game held in the West Central Events Centre during the 2017-18 season.

Mayor Rod Perkins and the CAO were directed by resolution to enter into the formal Land Purchase Agreement with Western Regional Landfill Inc. for land within the Rural Municipality of Kindersley pertaining to the construction of the new regional landfill west of Kindersley.

Resident Brent Bacon addressed Council to share his concern about the lack of local representation on the Development Appeals Board. Gord Krismer and Associates were appointed to serve as the Town’s current Development Appeals Board in 2015 after attempts to recruit new local members were unsuccessful. Council said the current appointment is working well but expressed a willingness to advertise for local members to form the board once the board’s terms expires on December 31, 2017.

Council authorized the Town’s Department of Transportation and Environmental Services to serve as the Owner’s Advisor for the design build of the Western Regional Landfill Project.

Council approved the discretionary use for offices at 1302 5^th St East. The approval was on the condition that no written submissions from assessed property owners within the 75 metre boundary are received prior to 4:00 pm July 19, 2017 as per a notification requirement in the Zoning Bylaw 04-14. The discretionary use must also comply with the Development Standards of Discretionary Use in the Zoning Bylaw.

Approval was also given for a home-based business for the residence of 915B 1^st Street East. This approval was given on the basis of identical conditions that no written submissions from assessed property owners within the 75 metre boundary are received prior to 4:00 pm July 19, 2017 and compliance with the Development Standards of Discretionary Use. Following successful negotiation, Council directed the Mayor and CAO to enter into an agreement with Pro-Bilt Structures Ltd. for the design services and work to construct the new Indoor Aquatic Facility. Members of the public are invited to attend the official sod-turning ceremony on Wednesday, July 5 and to celebrate the breaking ground for the project. The brief ceremony will be held at 9:30 a.m. in the parking lot west of the existing swimming pool site.

During the June 26 Regular Meeting, Council directed Mayor Perkins and Chief Administrative Officer (CAO) Bernie Morton to enter into agreements for two major capital projects:

• Western Regional Landfill
  Council committed to funding Kindersley’s per capita portion in the amount of $1,664,996.58 for the construction of the Western Regional Landfill, and authorized the executive committee of Western Regional Landfill Inc. (WRLI) to execute all required construction and operation agreements once WRLI has received similar commitments from other participating municipalities representing 85 percent of the total group population. Council’s resolution also committed to Kindersley’s use of the new landfill for all of the Town’s regular municipal solid waste disposal needs as soon as the Western Regional Landfill becomes available.
• Fire Hall
  Council directed the officials to enter into an agreement with GVN Structures Inc. to provide design services for the construction of a new fire hall. The services encompassed in the agreement will include schematic, conceptual, architectural, mechanical, electrical and stamped drawings, which will be issued for tender in the fall to construct the new fire hall on Railway Avenue.
