Following successful negotiation, Council directed the Mayor and CAO to enter into an agreement with Pro-Bilt Structures Ltd. for the design services and work to construct the new Indoor Aquatic Facility. Members of the public are invited to attend the official sod-turning ceremony on Wednesday, July 5 and to celebrate the breaking ground for the project. The brief ceremony will be held at 9:30 a.m. in the parking lot west of the existing swimming pool site.

During the June 26 Regular Meeting, Council directed Mayor Perkins and Chief Administrative Officer (CAO) Bernie Morton to enter into agreements for two major capital projects:

• Western Regional Landfill
  Council committed to funding Kindersley’s per capita portion in the amount of $1,664,996.58 for the construction of the Western Regional Landfill, and authorized the executive committee of Western Regional Landfill Inc. (WRLI) to execute all required construction and operation agreements once WRLI has received similar commitments from other participating municipalities representing 85 percent of the total group population. Council’s resolution also committed to Kindersley’s use of the new landfill for all of the Town’s regular municipal solid waste disposal needs as soon as the Western Regional Landfill becomes available.
• Fire Hall
  Council directed the officials to enter into an agreement with GVN Structures Inc. to provide design services for the construction of a new fire hall. The services encompassed in the agreement will include schematic, conceptual, architectural, mechanical, electrical and stamped drawings, which will be issued for tender in the fall to construct the new fire hall on Railway Avenue.

Following a delegation by Mater Tasty Concessions owner Jackie Altomare requesting permission to establish a mobile food truck in Kindersley, Council approved the implementation of an On-Street Mobile Food Truck permit fee in the amount of $200 per calendar month, per vendor, which will allow for such operations to take place in designated locations of the downtown area. The permit is pursuant to regulations outlined in both the Licensing Bylaw 45-94 and Traffic Bylaw 15-16, and is in effect on a trial basis until December 31, 2017, after which it will be reviewed by Administration for report to Council.

Subsequently, Council also directed Administration to approve the request from Mater Tasty Concessions to operate a mobile food vending service within Kindersley.

Resident Tyler Bobbee formed the second delegation of the meeting, addressing Council to request a spot zoning change within the C3 zone along 12th Avenue North that would accommodate Bobbee in the construction of a new residential dwelling on his existing property.

Council gave formal acknowledgement of the RCMP Musical Ride Commemorative Regimental Flag, which was presented to the Town of Kindersley as a token of thanks following the completion of the three recent performances by the RCMP Musical Ride in Kindersley, May 27-28.

Nineteen organizations were awarded funding through the Town’s annual allocation of the Kindersley Community Initiatives Program (KCIP) grant, which Council approved at the recommendation of the KCIP adjudication committee. Joining by teleconference, representatives of the Safe Places initiative in Swift Current made a presentation to Council to discuss the benefits of the program and the process with which adult volunteers would become designated. Introduced by Councillor Shaun Henry, Safe Places is a community-wide initiative to reduce potential risks to youth and children by encouraging those who coach, teach, or work with youth citizens to become ‘youth certified’ through a series of background checks, education, and training. Administration was tasked with looking into the program further and evaluating whether it would be best championed by a community organization.

Speaking on behalf of Mater Tasty Concessions owner Jackie Altomare who was unable to attend the Council meeting, Town staff members Michelle McMillan, Manager of Community Culture and Relations, and Chanell Brick, Municipal Enforcement Officer, informed Council of preliminary discussions with Altomare to establish a food truck operation in downtown Kindersley. Council was receptive to the idea in principle but deferred any further decision until a future meeting when Altomare is able to attend and discuss.

Council officially acknowledged receipt of the 2016 Waste Minimization Award from the Saskatchewan Waste Reduction Council, which was awarded to the Town of Kindersley earlier this spring to recognize the enhancements that have been made to operations at the Waste and Recycle Centre.
