Council Highlights – April 27, 2020 Regular Meeting
Town Council held their Regular Meeting on Monday,April 27, 2020.The following resolutions were made regarding the Kinsmen Shack Build Project, the list of accounts, and several proclamations.
After completion of the RFP adjudication process, Council resolved to award Heartgold Homes Inc. as the successful proponent of the Kinsmen Park Shack Build Project.
Council resolved to allow the operation of cannabis retail in theTown of Kindersley, providing that all federal, provincial, and municipal regulations are strictly adhered to.
The list of accounts were accepted as paid by the Town of Kindersley in the amount of $419,514.58.
Council recognized the Volunteer Week (April 19-25, 2020) and the efforts made by everyday heroes who make our community a great place to live, especially those making efforts during a public health crisis. Council encouraged those who can to consider supporting the organizations in our community by becoming a volunteer.
The federally recognized Day of Mourning for Persons Killed or Injured in the Workplace was also acknowledged by Council as April 28, 2020.All business owners, workers, and residents are encouraged to actively participate in educating themselves on workplace safety.
Emergency Preparedness Week in Kindersley is coming up on May 3-9, 2020. Council encourages all residents to participate in educating themselves on emergency preparedness by downloading early-warning apps, preparing to shelter in place, and remaining aware of developing situations in the community.
Economic Development Week is recognized in Saskatchewan on May 4-9, 2020. Residents are encouraged to shop local as much as possible, during this time and always.

Council Highlights – April 13, 2020 Regular Meeting of Council
Town Council held their Regular Meeting on Monday,April 13, 2020.The following resolutions were made regarding special measures for Council meetings in a response to a COVID-19 Government of Saskatchewan Public Health Order, the West CentralAbilities office and dayprogram facility, and the Kindersley & District Plains Museum sewer line connection.
Council resolved that until further notice as provided by a resolution of Council, the following measures are in effect for the purpose of conducting all scheduled Regular Meetings and any required Special Meetings of Council (in accordance with the Municipalities Act, Sec. 125) – 1. Council Chambers, located in the Administration Office shall be designated as the electronic communication facility for the Town of Kindersley. 2.The Meeting will be closed to the public attending in person, so the alternative of live streaming will be available at www.kindersley.ca. 3. Any member of Council participating by conference call or any other available electronic means shall be deemed to be present at the Meeting and retain all privileges granted to them when attending in person. 4.The CAO or designate shall be in attendance at the communication facility for the duration of the Meeting. 5.The Meeting will proceed in the usual manner and in accordance with all applicable legislation of the Province of Saskatchewan and bylaws of the Town.
The Council resolved to commit a total of $150,000 to funding the West Central Abilities office and day-program facility building project.Three payments of $50,000 in 2020, 2021, and 2022.

Council Highlights – March 23, 2020 Regular Meeting
Town Council held their Regular Meeting on Monday, March 23, 2020. The following resolutions were made regarding a Discretionary Use Permit, transfer for the 2019 fiscal year, and Bylaw 01-20 Being a Bylaw of the Town of Kindersley to Regulate the Use of the Municipal Flag, Coat of Arms, Badge, Seal, Logo, and Chain of Office, and to Establish a Procedure for Proclamation Requests.
Before beginning the agenda, Mayor Perkins addressed the continually developing COVID-19 crisis. He called for “cool heads and smart decision making” to be made regarding the social distancing that has been strongly recommended by the Province and the mandatory self-isolation for travelers returning from outside of Canada. He thanked the healthcare workers, grocery stores, restaurants who are open for take-out, employees with the Town of Kindersley, and Premier Moe and his people with the Province. He then addressed the closure of Town facilities such as the West Central Events Centre, Kindersley Aquatic Centre, Elks Hall, and Norman Ritchie Community Centre. Noting that more recently, the Town Administration Office was closed to the public. Mayor Perkins continued that these facilities are closed until the Province rules otherwise. Just because they are closed does not mean work isn’t being done. Improvements and maintenance are being done in facilities, Town Administration staff are still there to answer your questions and concerns, and the Public Works department is still attending to most regular and emergency services.

Council Highlights – March 9, 2020 Regular Meeting of Council
Town Council held their Regular Meeting on Monday, March 9, 2020. The following resolutions were made regarding the list of accounts as paid by the Town of Kindersley, and the Consent Agenda.
A delegation made up of the Director and a Board Member presented information regarding the building of the new West Central Abilities centre. The group is in search of funding options. Council will discuss this further as part of the 2020 Capital and Operating Budget deliberations.
The list of accounts as paid by the Town of Kindersley was approved in the amount of $387,968.62.
The Consent Agenda was approved including the following items: Correspondence and Filing (SaskWater – Operational Report – February 2020, West Central Abilities – Fundraiser Poster – March 17, 2020.

Council Highlights – February 24, 2020 Regular Meeting of Council
Town Council held their Regular Meeting on Monday, February 24, 2020. The following resolutions were made regarding 2 Airport Lease Agreements, the Zero Tolerance and Unacceptable Behavior Policy, and the list of accounts as paid by the Town of Kindersley. Council directed Administration to enter into Airport Lease Agreements with Kindersley Airspray Ltd regarding Lot 4 and Lot 14 at the Kindersley Regional Airport.
POLICY #AP-001 being the “Zero Tolerance and Unacceptable Behavior Policy” was approved and authorized for immediate implementation. This document will supersede any previous zero-tolerance policy and it will be available on kindersley.ca as well as in person at the Town Office. This document is considered to be a “live” document that can be reamended as needed. It is meant to foster an environment where values such as respect, inclusion, kindness, teamwork, safety, fair play, and integrity are promoted.
The list of accounts as paid by the Town of Kindersley were accepted in the amount of $778,192.58.
The Consent Agenda was approved including the following items: Correspondence for Acceptance and Filing (EK Water-Pumping Report January 2020, Maltese Fire Inspections-Service Outline 2020, RCMP Kindersley Detachment-Statistic Reports January to December 2019 and January 2020, SaskWater-Operational Reports January and February 2020, Loraas Enviromental-Annual Groundwater Monitoring Report 2019 and WRLI Landfill Annual Operation Report 2019, Kindersley Library Board-Annual Per Capita Notification February 2020).
Council Highlights – February 10, 2020 Regular Meeting of Council
Town Council held their Regular Meeting on Monday, February 10, 2020. The following resolutions were made regarding the list of accounts paid by the Town of Kindersley and a Kin Canada proclamation.
The list of accounts as paid by the Town of Kindersley was accepted in the amount of $274, 570.75.
The Council of the Town of Kindersley recognizes that Kin Canada has been a vibrant, responsible, all-Canadian association of volunteer service clubs devoted to the concept of serving communities throughout Canada since its founding in Hamilton, Ontario on February 20, 1920. Council feels each resident would welcome the opportunity to pause and salute the local Kin members proudly serving our community. In Kindersley, February 20, 2020 is recognized as Kin Canada Day and February 16-22 as Kin Canada Week.
