On Monday, May 13, 2024, Town Council held their Regular Meeting.
6.1: Council resolved to approve as presented the Minutes from the April 22, 2024 Regular Meeting of Council.
7.1: The Council of the Town of Kindersley resolved to award G & C Asphalt (Colas Western Canada Inc) as the successful bidder for the 2024 Infrastructure Upgrade as per the submitted tender. The Mayor and Chief Administrative Officer (CAO) were directed to enter into an agreement in the amount of $545,860.00 plus applicable taxes.
7.2: Town Council resolved to adopt the Town of Kindersley Operating and Capital Budget for the Year of 2024.
7.3: Council resolved to set the 2024 Municipal Property Tax Mill Rate at 11.1 mills.
7.4: The Council of the Town of Kindersley resolved to award TD Canada Trust as the successful bidder for the Long Term Borrowing as per the submitted request for proposal. The Mayor and Chief Administrative (CAO) were directed to enter into a borrowing agreement in the amount of $1,600,000.00 at an interest rate of 5.153% upon approval being issued by the Saskatchewan Municipal Board, Local Government Committee.
7.5: Town Council resolved to rescind resolution #83-24 adopted on April 22, 2024 to authorize Administration to make application to the Saskatchewan Municipal Board, Local Government Committee for permission to borrow a sum not to exceed one million six hundred thousand dollars for the purpose of cast iron watermain replacement.
7.6: Council resolved to authorize Administration to make application to the Saskatchewan Municipal Board, Local Government Committee for permission to borrow the sum of $1,600,000.00 in 2024 repayable over a period of seven (7) years, for the purpose of cast iron watermain replacement. The amount of debt shall be payable in quarterly payments with two installments in 2024 and the remaining installment in the years 2025 to 2031 inclusive, with interest at a rate of 5.153 per centum per annum, payable at least annually.
7.7: The Council of the Town of Kindersley directed Administration to distribute approved funding to the following applicants from the Community Grant Program, spring 2024 intake:

8.1: Town Council resolved to accept as submitted the list of accounts as paid by the Town of Kindersley in the amount of $1,020,854.38.
9.1: Council resolved to approve all three readings of Bylaw 01-24, Being a Bylaw to Establish Mill Rate Factors.
9.2: The Council of the Town of Kindersley resolved to approve all three readings of Bylaw 02-24, Being a Bylaw to Provide for Minimum Amount of Tax.
10.1: Mayor Rod Perkins designated the week of May 19-25, 2024 as National Public Works Week in the Town of Kindersley. Council encouraged all residents to join in activities, events, and ceremonies designed to pay tribute to our public works professionals, engineers, managers, and employees, and to recognize the substantial contributions they make to protecting our national health, safety, and quality of life.
10.2: Mayor Rod Perkins proclaimed the week of May 12 to 18, 2024 as Canadian Royal Purple Week in the Town of Kindersley. Council recognizes the Canadian Royal Purple for the significant impact it has made and continues to make in our community.
11.1: Town Council resolved to approve the Consent Agenda which included the following items for acceptance and filing:
