Council Votes in Favour of New Pool Construction
Council will continue to focus efforts on the fundraising and the eventual construction of a new pool after defeating a motion Monday night to refurbish Kindersley’s existing 40-year-old swimming pool instead building a new.
The decision followed a lengthy discussion during which Council evaluated the potential costs along with the life expectancy of a refurbished pool and determined that a new and structurally sound pool with a longer life expectancy would be a more financially sound and long-term investment for Kindersley.
Several delegates addressed Council at the June 27 Regular Meeting and Administration provided a detailed report explaining options to provide interim aquatic programming through partnership with local hotels and neighbouring municipalities. The report also outlined operational and financial factors to consider in making the decision about a new pool.
Members of the Pool Fundraising Committee formed in 2014, addressed Council to reiterate their commitment toward fundraising for a new pool and to oppose refurbishment of the existing pool, which Council closed permanently in June 2014 due to structural and safety concerns. Other members of the public, and a private pool specialist, also raised concerns about the costs identified in the Group 2 Aquatic Centre Schematic Design Report and shared examples of other outdoor pools being constructed throughout Saskatchewan and Manitoba.

Highlights from July 18, 2016 Council Meeting
The new Traffic Bylaw (Bylaw 12-16) was given final reading and adopted by Council, with an amendment to Section 63, which relates to bicycle helmet use. The Bylaw, which goes into effect immediately, now states that helmet use if mandatory only for persons 14 years or age and under.
Council rescinded its first reading resolution of Bylaw 08-16, a bylaw to amend the Zoning Bylaw, in order for additional amendments to be added for Council’s review. Bylaw 08-16 will be brought back to Council for first reading in August and a public hearing will be held after that time.
Resident Lloyd Griffith expressed concerns to Council about the accuracy of the Town of Kindersley’s water meters and requested that Council waive a portion of his water bill. Council’s consensus was to wait until Griffith’s next water reading is compete at the end of July before making a decision about his request.
Kindersley Minor Ball representative Chad Miller provided a second delegation, requesting additional funds for the organization to maintain the Kindersley ball diamonds. Later in the evening, Council resolved to provide Minor Ball its requested $7,600 funding to supplement the operational budget for the 2016 season. These funds will be drawn from the Recreation Reserve.
Council awarded the 2016 Concrete Shaving Services project to Armadillo Walkway Repairs based on the quoted charge of $31.94 per metre ($9.73 per foot) plus GST, and that the project not exceed the total budgeted amount of $50,000.

Highlights of August 15, 2016 Council Meeting
Resident Chris Douglas addressed Council to request cost sharing with the Town for the installation of a second water line to a newly constructed residential duplex.
Council directed Administration to work with the Province of Saskatchewan and local insurance brokers to whom uninsurable property damage claims have been submitted due to recent rainfall in order to determine the Town of Kindersley's eligibility to be designated as an assistance area under the Provincial Disaster Assistance Program (PDAP).
Council directed Administration to waive the $40 Temporary Road Closure Permit fee for the Goose Festival parade.
Council approved the payment of invoices related to renovations at the Norman Ritchie Community Centre to be paid from funds currently held in the Recreation Reserve Fund to a maximum of $25,365.43, which represents the unused portion of funds from the August 2013 basement flood insurance claim.
Administration was directed to enter into a Memorandum of Understanding with the K-Town Skyscrapers RC Club for the club’s continued operation on Town-owned property south of Golfview Trailer Court. Once the memorandum is finalized, the Club will have consent to place a shipping container and fabric-covered garage on the property to use as storage.
Administration was also directed to release a Request for Proposals for the Norman Ritchie Community Centre roof replacement project.
Council directed Administration to draft an agreement with G&G Goodheart Electric Ltd. to allow for the continued placement of signs on Town-owned land at the corner of McEwen Drive and West Road in Brookhollow Estates, which are currently in violation of the Zoning […]
Highlights from September 12, 2016 Council Meeting
Council adopted Bylaw 14-16, which amended various sections of Bylaw 03-14 (known as the Official Community Plan) that relate to service fees.
Council also adopted Bylaw 08-16, which amends the Zoning Bylaw 04-14 with a variety of new and revised definitions, as well as a new section pertaining to the regulation of shipping containers (sea cans.)
Council acknowledged its disappointment at the Minister of Government Relations' decision to deny Kindersley city status, insisting that the Ministry's guidance over the past two years suggested full support for the application. A formal invitation will be extended to the Minister to attend Council to discuss further.
A decision to adopt the new Town of Kindersley Procurement and Purchasing Policy, P01-2016, was tabled by Council until September 26, 2016, so that Administration can investigate the potential of adding specific terms related to community donations and volunteer efforts.
Council accepted the draft Terms of Reference for the Kindersley Community Advisory Network as provided by the Heartland Regional Health Authority Board. In doing so, Council accepts the terms that the Mayor of the Town of Kindersley and one additional Town representative will accept positions on the Advisory Network.
Council proclaimed the third week of October as National Teen Driver Safety Week in recognition of the high record of accidents associated with teen drivers and the need to raise awareness and seek solutions that will prevent teen deaths on roads across Canada.
