Kindersley Minor Ball President Chad Miller was the first delegation to the Council meeting, providing an update on the organization's season, plans for future renovation and seeking feedback on the Minor Ball committee's hope to begin generating advertisement revenue, all of which would be redirected back into capital improvements at the ball fields.

Elyse Moss and Tammy Anderson-Jackson, representing the Friends of Kinsmen Park (FOKP), addressed Council to provide an update on the community group's activities and to seek Council's support in renovating the outdoor rink at Kinsmen Park with the intention of having it in operation for winter 2016-17.

Council directed Administration to enter into agreements with the following:

• FinningCAT for the purchase of a CAT 430F2 LRC backhoe for the accepted tender amount of $87,700 plus applicable taxes.
• Jaydee AgTech for the purchase of a 2016 Bobcat S570 for the accepted tender amount of $25,269 plus applicable taxes.

Council tabled a decision to enter into an agreement for the replacement of Main Street traffic lights until the October 11, 2016 Regular Meeting of Council.

Council adopted an amendment to the Town of Kindersley's Harassment Policy, which at the suggestion of the Province of Saskatchewan, amends the definition of 'harassment' to align with Occupational Health and Safety documentation.

Council tabled a resolution to adopt Bylaw 15-16, The Traffic Bylaw, which would repeal the previous Traffic Bylaw (Bylaw 12-16) and provide greater clarification in sections relating to residential and retail parking limits, maximum length and weight restrictions, and closing of roadways. Kindersley Rodeo Committee President Tyler Ritchie addressed Council to provide on update on the 2016 Indoor Rodeo and to discuss initial plans for next year’s event.

Council proclaimed October 9-15, 2016 as Fire Prevention Week in acknowledgement of the excellent service provided by the Kindersley Fire Brigade and to support fire prevention efforts throughout Canada. This year’s theme is “Don’t Wait – Check the Date! Replace Smoke Alarms Every 10 Years.”

Bylaw 16-16, an updated Anti-Bullying Bylaw, was adopted by Council with more specific references relating to Internet and cyber bullying, as well as terminology provided by the Province to align with provincial harassment legislation.

A new Traffic Bylaw (Bylaw 15-16) was adopted, which amends portions of the previous Traffic Bylaw related to the closing of roads and streets, parking time limits, and overweight/oversize permits.

• Parking limits – Bylaw 15-16 now includes a map and specifies more clearly that a 2-hour parking limit pertains only to the retail business zone on Main Street (from Railway Avenue to the intersection of 4th Avenue) during the hours of 8:00 am to 8:00 pm.
• Overweight & Oversize Permits – Movement of any pre-assembled building or structure that requires a development permit will also require an overweight/oversize permit. These permits are not required for any vehicle directly related to the supply of service of goods to any residential or commercial property traveling the most direct route within Kindersley.
• Road Closures – The bylaw now includes information about applying for permit extensions.

Council approved funding for 16 projects through the Community Grant program, totaling $10,107.25. The grant, which was established by Council in 2013, received its highest intake of applications this year, and will result in the full distribution of the $15,000 budgeted in 2016 for the program. The following organizations will receive funding:

In recognition of Canada’s 150th birthday in 2017, Council also resolved that special consideration and priority be given to 2017 Community Grant applicants seeking funding for events or projects celebrating this national milestone.

Council directed the Acting Mayor and Chief Administrative Officer (CAO) to enter into a Managed Services agreement with JS Computer Solutions and Software for the purposes of establishing fixed annual expenses and greater efficiency in the Town of Kindersley’s Information Technology (IT) services.

The Acting Mayor and CAO were directed to enter into an Occupancy Licence Agreement with the K-Town Skyscrapers RC Club for the continued operation of a radio controlled flying club on Town-owned property south of the Kindersley Golf Course. The agreement will permit the placement of a shipping container on the premises for storage.
