Council Highlights-October 22 Regular Meeting

Town Council held their Regular Meeting on Monday, October 22, 2018. The following resolutions were made regarding an Option to Purchase Agreement, a Kindersley Tourism advertisement, and approval of the Consent Agenda.

Council directed the Mayor and Chief Administrative Officer (CAO) to enter an Option to Purchase Agreement with Her Majesty the Queen for land to be utilized for the location of the new RCMP Detachment. It will be located adjacent to Highway 21, North of the current landfill.

Council viewed a Power Point Presentation regarding the highlights of a successful 2018 Kindersley Tourism season and plans for the 2019 season. Administration was directed to place an advertisement in the Southern Saskatchewan Tourism Magazine to promote Kindersley Tourism at a cost of $3,400 including applicable taxes. The cost will be paid from the 2018 Council approved Community Grant Program Surplus.

Council accepted as submitted the list of accounts paid by the Town of Kindersley in the amount of $436, 839.12.

The Consent Agenda was approved including the following items: Correspondence for Acceptance and Filing (West Central Abilities- Art Extravaganza Poster, Sask Housing Corp- Ministerial Order of Appointment, Kindersley RCMP- Notice of Town Hall Meeting- November 2018, Kindersley RCMP- Statistics Summary September 2018, SaskWater- WTP Operational Report September 2018, Sask Highway Corridor Meeting October 2018) and Minutes from Committees Reporting to the CAO and Council (SSRWS- September 26, 2018).

Council Highlights October 9, 2018

Town Council held their Regular Meeting on Tuesday, October 9, 2018. The following resolutions were
made regarding bylaws, the community grant "Fall Intake", and Waste Reduction week.

Council approved the second and third reading of Bylaw 11-18 Being a Bylaw to Amend 04-14 Known as
the Town of Kindersley Zoning Bylaw.

The community grant "Fall Intake" has allocated $750.00 each to Kindersley & District Chamber of
Commerce, Kindersley Players, and Friday FX Community Youth at this time for a total amount of
$2,250.00.

In accordance with the Tax Enforcement Act, the Chief Administrative Officer (CAO) is authorized to
proceed with tax enforcement on a list of properties as submitted.

Council resolved to recognize that the future land uses of Parcel #119708534 do not impact the residential
properties located at Parcel #135601983. The owner of the land working in conjunction with the Town of
Kindersley will make every effort to ensure that any future land uses will be aware of and reduce noise,
dust, odors, traffic, and will be compatible with the adjacent land. The Administration has been directed to
register this intention with Information Services Corporation (ISC).

The list of accounts paid by the Town of Kindersley in the amount of $1, 009, 933.67 was accepted as
submitted.

Council approved the Consent Agenda including the following items: Correspondence for Acceptance and
Filing (Town of Carnduff-RCMP Policing Rates), and Minutes from Committees Reporting to the CAO and
Council (WCMGC Minutes-August 23, 2018).

Council Highlights Sept. 24 Regular Meeting

 Town Council held their Regular Meeting on Monday September 24, 2018. The following resolutions were made regarding our new CAO, a home-based business request, servicing agreements, and fire prevention week.

 

Audrey Hebert was appointed as Chief Administrative Officer (CAO) in the Town of Kindersley. The position will be effective October 1st.

 

Council approved the Home-Based Application (HB#18-02) for a discretionary use at a local residence as long as terms and conditions are followed.

 

Mayor Rod Perkins and Chief Administrative Officer were directed by Council to enter into a servicing Agreement with Golfview Mobile Acres (1994) Ltd.

 

Council accepted as submitted the list of accounts as paid by the Town of Kindersley and in the amount of $523, 550.46.

 

Mayor Rod Perkins declared September 24 to September 28 as Environmental Public Health Week in the Town of Kindersley. October 7 to 13, 2018 was declared as Fire Prevention Week throughout 
the community.

 

Town Council resolved to approve the Consent Agenda including the following items: Correspondence for Acceptance and Filing (Kindersley Detachment RCMP Statistics- July and August 2018, Ministry of Government Relations- Certificate of Approval T528-18S) and Minutes from Committees Reporting to the CAO and Council (Eston Kindersley Water Administration Board- September 12, 2018).

 

The Council of the Town of Kindersley directed the Mayor and Chief Administrative Officer to enter into an agreement with Marathon Properties Inc. to operate the existing work camp located in Brookhollow subdivision for a period of six months.

Council Highlights Sept. 10 Regular Meeting

Town Council held their Regular Meeting on Monday September 10, 2018. The following resolutions were made regarding bylaws, the firehall design and build project, and suicide prevention day.

After a second reading of Bylaw 10-18 being a Bylaw to Amend Bylaw No. 03-14, Town of Kindersley Official Community Plan it was read a third time and approved.

Council agreed to give a first reading to Bylaw 11-18 being a Bylaw to Amend Bylaw 04-14, the Town of Kindersley Zoning Bylaw. It was agreed that Bylaw 11-18 be brought forward to the October 9, 2018 Regular Meeting of Council after having met the legislated requirements for public notice. 

The Town of Kindersley, after having reviewed the findings of the adjudication committee, awarded Quorex Construction Services Ltd as the successful proponent for the Firehall Design and Build Project.

Council accepted as submitted, the list of accounds as paid by the Town of Kindersley in the amount of $1, 086, 319.37.

Town Council approved the Consent Agenda that included the following items: Correspondance for Acceptance and Filing (EK Pumping Report- August 2018, SaskWater Operation Report- August 2018, Government of Saskatchewan travel Allowance Rates), and Minutes from Committees Reporting to the CAO and Council (WCMGC Meeting August 23, 2018).

Mayor Rod Perkins proclaimed September 10, 2018 as Suicide Prevention Day in the Town of Kindersley. Wonderful Memories

Retta Thompson was a former resident of the T Eaton Co. house, currently located at the Kindersley and District Plains Museum, donated by herself and her sister May. She recently donated original artifacts from the house including an alarm clock and photograph of her father, Mr. Johnston Hill. In 1918 the precut lumber for the house was sent from British Columbia to Pinkham, Saskatchewan by rail. It was then brought to Zilda and Johnston Hill’s farm site by horse and wagon (6 miles northwest of Eatonia). The lumber cost $970 with an additional $750 for building materials. Included in the structure was a coal furnace and electric lighting. This pushed the total cost to around $2000. (Catalogue Houses-Eaton’s and Others) The house was built quickly by neighbors from close by and the family. It had a full basement with stone walls and a dirt floor. In 1940, the original siding was changed to a brick style.

Christmas of 1918 was celebrated in the Eaton’s house. Retta said that they always had company around. Her mother hired help until her brother Ruben was old enough to manage the farm and he spent the rest of his life there. She went to school in the area, with her siblings. The school was on their land, so it was only about a mile away. The kids would usually walk, but sometimes Retta’s friend would pick her up on her horse. […]

Special Meetings of Council Held July 27 and August 1, 2018

Special Meetings of Council were held on July 27 and August 1, 2018 to discuss matters needing attention prior to the next Regular Meeting of Council on August 20.

During the July 27 meeting, Council approved first reading of Bylaw 09-18, a Bylaw to Amend Bylaw 04-14 known as the Zoning Bylaw. The Bylaw amends and updates the Land Use Map within the Zoning Bylaw to include rezoning of civic address 802-11th Avenue East. It will be brought back to the August 20, 2018 Regular Meeting for public hearing followed by second and third reading.

Council also directed Administration to submit a subdivision application regarding Parcel #119708534.

At the Special Meeting of Council held August 1, Council directed Administration to obtain quotes, as per Council's Procurement and Purchasing Policy, for an independent review of governance policy and water consumption.
