Council Highlights – June 22, 2020 Regular Meeting

Town Council held their Regular Meeting on Monday, June 22, 2020. The following agenda items were resolved.

5.2: That the Council of the Town of Kindersley, resolves to amend the agenda for the June, 22, 2020 Regular Meeting of Council to remove: Item 7.1 Zamboni Purchase, and Item 7.2 Natural Gas Fill-Station

7.3: That the Council of the Town of Kindersley resolves to recieve as presented the audited financial statements and supporting schedules of the Town of Kindersley for the year ended December 31, 2019, as prepared by MNP LLP; and that these documents are received as information and filed.

7.4: That the Council of the Town of Kindersley resolves to direct the Mayor and Chief Administrative Officer (CAO) to enter into a Community Airport Partnership Program Agreement with the Ministry of Highways and Infrastructure.

7.5: That the Council of the Town of Kindersley resolves to authorize the abatement of 2020 municipal taxes in the amount of $11,795.93 as per the Town of Kindersley 2020 Municipal Tax Abatement Schedule, (Non-Profit Organizations).

8.1: That the Council of the Town of Kindersley resolves to accept as submitted the list of accounts as paid by the Town of Kindersley and in the amount of $1,156,099.54.

9.1: That the Council of the Town of Kindersley resolves to approve that Bylaw 07-29, Being a Bylaw to Repeal Certain Bylaws of the Town of Kindersley be read a third time and hereby be approved.

Council Highlights – June 8, 2020 Regular Meeting

Town Council held their Regular Meeting on Monday, May 25, 2020. The following agenda items were resolved.

7.1: The Council of the Town of Kindersley resolved to authorize the Chief Administrative Officer to commence proceedings pursuant to The Tax Enforcement Act regarding title acquisition of the property: Lot 25, Block 3, Plan G9, as located within the municipal boundaries of the Town of Kindersley.

7.2: Council resolved to support the Industrial Drainage & Roadway Project for submission to the Municipal Economic Enhancement Program 2020 (MEEP) and further that the Mayor and Chief Administrative Officer (CAO) are directed to enter into a Funding Agreement with the Government of Saskatchewan.

8.1: The list of accounts as paid by the Town of Kindersley in the amount of $879,790.51 was accepted.

9.1: The month of June 2020 was proclaimed as Recreation and Parks month in the Town of Kindersley. Council encourages all residents to participate in recognizing the benefits of green spaces within our communities and the benefits that recreation, parks, and leisure services provide.

10.1: The Consent Agenda was approved including the following items: Correspondence for acceptance and filing (SaskWater – Kindersley WTP Operational Report May 2020, RCMP Kindersley Detachment – Stats Report May 2020).

Council Highlights – May 25, 2020 Regular Meeting of Council

Town Council held their Regular Meeting on Monday, May 25, 2020. The following agenda items were resolved.

126-20: The list of accounts as paid by the Town of Kindersley was accepted in the amount of $370,504.43.

127-20: Council approved the Consent Agenda including the following items: Correspondence for Acceptance and Filing (EK Water Board – April Pumping Report).

7.1: The following agenda item was presented for discussion: KCIP Grants Applications for the 2020-2021 intake were adjudicated and subsequently allocated to the following organizations with no funds remaining:
• West Central Abilities – $1,250.00
• Community Services Kindersley – $5000.00
• Pathway to Wellness – $3,000.00
• Kindersley Whirls & Twirls – $1,756.68
• Kindersley Playschool – $1,500.00
• Kindersley Sledge Hockey – $2,000.00
• Kindersley Curling Club – $2,420.00
• Kindersley & District Arts Council – $3,000.00
• Kindersley Air Cadets 365 – $1,800.00
• Rosedale Volunteer Committee – $5,000.00
• Kindersley Minor Hockey – $2,500.00
• Kindersley Swim Club INC – $2,376.32
• Kindersley Skating Club – $2,000.00
• Kindersley & District Music Festival – $1,500.00
• Kindersley Threshing Club – $3,000.00
• Town of Kindersley Annual Fireworks – $5,000.00
• Kindersley Aquatic Centre – $3,000.00
• Available Funds – $46,103
• Applications Total – $57,173.32

Council Highlights – May 11, 2020 Regular Meeting

Town Council held their Regular Meeting on Monday, May 11, 2020. The following resolutions were made regarding the Town of Kindersley Operating and Capital Budget for the Year 2020, the Municipal Property Tax Mill Rate, and the Community Grant Program. Any documents mentioned here can be viewed at www.kindersley.ca.

The Town of Kindersley Operating and Capital Budget for the Year of 2020 was approved, which resulted in a 10% property tax reduction. The decision was made by Council after an in depth review and in response to the current economic climate in our community. The 2020 Municipal Property Tax Mill Rate was set at 8.75 mills with the approval of resolution 105-20.

Council resolved to direct Administration to distribute approved funding to the following applicants to the Community Grant Program, 2020 Spring intake: 1. West Central Abilities $750.00, 2. Kindersley & District Library $750.00, 3. KCS SLC $373.08, 4. Kindersley Antique Threshing Club $750.00, for a total allocation amount of $2623.08. Please note that any group that did not receive the grant is due to the event being canceled due to the current COVID-19 situation. Unused funds from this intake have been allocated to the fall intake.

A Municipal Agreement was entered into with The Rural Municipality of Kindersley No. 290, and The Rural Municipality of Newcombe No. 260 for the purpose of further developing and operating the Kindersley Regional Park.
