Town Council held their Regular Meeting on Monday, September 28, 2020. The following agenda items were resolved.

7.2: Council resolved to authorize Administration to make application to the Saskatchewan Municipal Board, Local Government Committee for permission to borrow a sum not to exceed one million, two hundred fifty thousand dollars ($1,250,000.00) for the purpose of constructing the lagoon expansion and the wastewater upgrades; and that the amount of the aforementioned debit shall be payable upon receipt of revenue derived from utilities.

7.3: The Council of the Town of Kindersley resolved to direct the Mayor and Chief Administrative Officer (CAO) to enter into a Can-Net Base Station Host Agreement with Cansel Survey Equipment Inc.

7.4: Council resolved to recommend as representatives: Curtis Sackville, Rod Perkins, Dean Galbraith, and Kim Vogel to the Western Regional Landfill Inc. (WRLI) Executive Board pursuant to the duly approved WRLI, per capita allocation, of four (4) available positions to be filled by the Town of Kindersley; and that recommended representatives may be formally adopted to the Executive Board at the 2020 WRLI AGM.

7.5: The Council of the Town of Kindersley resolves to approve that the Western Regional Landfill Inc. (WRLI) utilize the Town of Kindersley’s portion of the duly established Contingency Fund for future capital expenditures, including, but not limited to, the construction of Cell 1B.

7.7: Council resolved to set the remuneration rates for election officials for the November 9, 2020 Election for the Council of the Town of Kindersley as follows: 1. Returning Officer, Regular Poll $400, Advance Poll $0, 2. Deputy Returning Officer, Regular Poll $250, Advance Poll $150, 3. Poll/Election Clerk, Regular Poll $200, Advance Poll $125, 4. Constable/Poll Assistant, Regular Poll $175, Advance Poll $100, and that in addition to the rates of remuneration set out above, meal allowances shall be paid where the poll is held over a meal hour as follows: 1. Lunch, $14.00, or a meal shall be provided, 2. Supper, $19.00, or a meal shall be provided.

7.8: The Council of the Town of Kindersley resolved to authorize Administration to complete the following funded reserve transfers upon the passing of this resolution: 1. $600,000 from the Utility Development Fee Reserve, 2. $450,000 from the Capital Trust Fund Reserve, 3. $160,000 to the Service Road Reserve, 4. $50,000 to the Service Road Reserve, 5. $100,000 to the Recreation Reserve.

8.1: Council resolved to accept as submitted the list of accounts as paid by the Town of Kindersley and in the amount of $2,120,125.24.

9.1: The Council of the Town of Kindersley resolved to approve all three readings of Bylaw 08-20 Being a Bylaw of the Town of Kindersley to Establish a Code of Ethics for Council Members.

9.2: Council resolved to approve all three readings of Bylaw 09-20 Being a Bylaw of the Town of Kindersley to Regulate the Proceedings of the Town Council.

10.1: The Council of the Town of Kindersley is committed to ensuring the safety and security of all those living in and visiting Kindersley and proudly supports the Firefighters of the Kindersley Fire Department as one of the most highly trained departments in the province, proficient in both fire-fighting and emergency rescue techniques, and who are dedicated to reducing the occurrence of home fires and home fire injuries through prevention, protection, and education. The 2020 Fire Prevention Week theme is “Serve Up Fire Safety in the Kitchen!” and cooking is the number one cause of home fires and home fire injuries, and unattended cooking is the leading cause of fires in the kitchen. Mayor Rod Perkins, proclaimed October 4 to 10, 2020 as Fire Prevention Week throughout the Town of Kindersley.

11.1: Council resolved to approve the Consent Agenda including the following items: 1. Correspondence for Acceptance and Filing (RCMP Kindersley Detachment – August Statistics, Kindersley Chamber of Commerce – September 8, 2020 Minutes, South Sask Watershed Stewards – June 23, 2020 Minutes, South Sask Watershed Stewards – September 21, 2020 Minutes, South Sask Watershed Stewards – September Newsletter, EK Water Board – August 2020 Pumping Report, West Central Crisis Centre Intake Manager – September 21, 2020 Thank You, MP Jeremy Patzer – Reply to Resolution September 11, 2020.

The next Regular Meeting of Council is Tuesday, October 13 at 7:00pm. Regular Meetings are held every 2nd and 4th Monday of the month, unless otherwise scheduled.
