On Monday, December 15, 2025, Town Council had their Regular Meeting.

7.1: Chief Administrative Officer (CAO) Marty Baroni presented the Financial Report.

7.2: Council authorized Administration to transfer the indicated amounts to the following reserves for projects budgeted in 2025 but not completed:

  1. Recreation Reserve: $40,000
  2. Machinery & Equipment Reserve: $50,000

7.3: The Council of the Town of Kindersley resolved to approve the document titled:

  1. “Council of the Town of Kindersley List of Representation to Committees & Boards” – December 10, 2025 to November 23, 2026

7.4: Town Council authorized the 2025 Write-Offs as set out in accordance with; Schedule B – Utilities and; Schedule C – Accounts Receivable.

7.5: Council resolved to direct the Mayor and Chief Administrative Officer (CAO) to extend the Facility Lease and Operating Agreement for the WCEC Concession Booth with 101262721 Saskatchewan Ltd. to May 31, 2027.

7.6: The Council of the Town of Kindersley resolved to direct the Mayor and Chief Administrative Officer (CAO) to enter into an agreement to purchase commercial property from the RM of Kindersley #290 for Lot 6, Block 44, Plan G743 in the amount of $625,000 plus applicable taxes; and that Administration transfers the following from reserves for the purchase of the property:

  • April – Tuesday, 7 (due to Easter Monday) & Monday, 20

7.8: Pursuant to Subsection 220(1) of The Municipalities Act, the Town of Kindersley appoints Western Municipal Consulting Ltd. to manage the Board of Revision process for the term of January 1, 2026, through to December 31, 2026, remuneration as set out in Western Municipal Consulting Ltd. fee schedule, with the following to serve as Members of the Board of Revision: Dave Gurnsey, Dave Thompson, Donna Rae Zadvorny, Gordon Parkinson, Jeff Hutton, Kevin Kleckner, Mike Waschuk, Stew Demmans, Wayne Adams, Ken Friesen, Femi Ogunrinde, Fife Ogunde, Maureen Jickling, Jamie Tiessen, John Krill, Christopher Blueman, Alan Sawatsky, Mike Meleca, Hany Amin, Kimberly Speers, Nick Coroluick, Farrah Ovans, JayDee Mazier, Jordan Boyes, Kenneth Tan, Tyler Shandro, Regan Rayner and Rick Leigh.
The Chair shall be responsible for naming no fewer than three (3) members for the hearing of any matter. Where the Chair does not include themselves among the appointees, the members appointed for a hearing shall determine the chair of that hearing from among their numbers.
Pursuant to Subsection 221(1) of The Municipalities Act, the Town of Kindersley appoints Nicolle Hoskins with Western Municipal Consulting Ltd. as Secretary to the Board of Revision for the term of January 1, 2026, through to December 31, 2026, remuneration as set out in Western Municipal Consulting Ltd. fee schedule. If the secretary is unable to perform secretarial functions for reasons which may include scheduling difficulties WMC may appoint a delegate to perform administrative functions and may appoint a recording secretary for the purposes of any hearing.

7.9: Pursuant to Subsection 214(1) of The Planning and Development Act, 2007, the Town of Kindersley appoints Western Municipal Consulting Ltd. to manage the Development Appeals Board process for the term of January 1, 2026, through to December 31, 2026, remuneration as set out in Western Municipal Consulting Ltd. fee schedule, with the following to serve as Members of the Development Appeals Board: Dave Gurnsey, Dave Thompson, Donna Rae Zadvorny, Gordon Parkinson, Jeff Hutton, Kevin Kleckner, Mike Waschuk, Stew Demmans, Wayne Adams, Ken Friesen, Femi Ogunrinde, Fife Ogunde, Maureen Jickling, Jamie Tiessen, Stu Hayward, Pam Malach, Barry Clark, John Krill, Christopher Blueman, Alan Sawatsky, Mike Meleca, Hany Amin, Kimberly Speers, Nick Coroluick, Farrah Ovans, JayDee Mazier, Jordan Boyes, Kenneth Tan, Tyler Shandro, Regan Rayner and Rick Leigh.

Pursuant to Subsection 216(3)(a) of The Planning and Development Act, 2007, the Town of Kindersley appoints Claudette McGuire with Western Municipal Consulting Ltd. as Secretary to the Development Appeals Board for the term of January 1, 2026, through to December 31, 2026, remuneration as set out in Western Municipal Consulting Ltd. fee schedule. If the secretary is unable to perform secretarial functions for reasons which may include scheduling difficulties WMC may appoint a delegate to perform administrative functions and may appoint a recording secretary for the purposes of any hearing.

7.10: Council Approved the Discretionary Use Application (25-05) for Discretionary Use at the Residence of 346 – 2nd Avenue East on the condition that it complies with the Development Standards of Home-Based Businesses pursuant to Section 7.2 (1) to (10), of Zoning Bylaw 02-22 and that the Applicant obtains a Business License from the Town prior to operation, and every year of operation. If any of the conditions outlined above are not met with this proposed Home-Based Business, then the permit may not be approved and/or may be revoked.

8.1: Town Council resolved to accept as submitted the list of accounts as paid by the Town of Kindersley in the amount of $1,536,754.57, and payroll in the amount of $245,063.37.
