Highlights from October 25, 2016 Council Meeting

Council approved funding for 16 projects through the Community Grant program, totaling $10,107.25. The grant, which was established by Council in 2013, received its highest intake of applications this year, and will result in the full distribution of the $15,000 budgeted in 2016 for the program. The following organizations will receive funding:

In recognition of Canada’s 150th birthday in 2017, Council also resolved that special consideration and priority be given to 2017 Community Grant applicants seeking funding for events or projects celebrating this national milestone.

Council directed the Acting Mayor and Chief Administrative Officer (CAO) to enter into a Managed Services agreement with JS Computer Solutions and Software for the purposes of establishing fixed annual expenses and greater efficiency in the Town of Kindersley’s Information Technology (IT) services.

The Acting Mayor and CAO were directed to enter into an Occupancy Licence Agreement with the K-Town Skyscrapers RC Club for the continued operation of a radio controlled flying club on Town-owned property south of the Kindersley Golf Course. Kindersley Voters Elect Rod Perkins as Mayor

An increased number of citizens headed to the polls on October 26 to elect Rod Perkins as Kindersley’s next Mayor.

A total of 1182 votes were cast on Election Day. An additional 169 votes were cast during the October 13 Advance Poll, totalling 1351 overall. This represents an increase of 210 votes (18.4 percent) over the last municipal election in 2012.

Returning Officer Bernie Morton made the official public announcement of the newly elected Mayor and Council during a short ceremony held this morning at 9:30 a.m. in the Council Chambers of the Kindersley Administration Office. The announcement was also livestreamed on the Town of Kindersley website (www.kindersley.ca).

Mayor-Elect Rod Perkins received a total of 935 votes, succeeding challenger Tom Morris who received 413 votes. Neither candidates have previous experience on Council.

Successfully winning seats on Council are the following (in order of votes cast):

  • Councillor-Elect Gary Becker (1174 votes)
  • Councillor-Elect Randy Ervine (1065 votes)
  • Councillor-Elect Ken Francis (917 votes)
  • Councillor-Elect Dean Galbraith (860 votes)
  • Councillor-Elect Shaun Henry (776 votes)

Two candidates – Rob Cote and Elyse Moss – tied for the sixth Councillor position with 598 votes each, and in accordance with the regulations set out in The Local Government Elections Act, a draw was taken to determine the winner. Councillor-Elect Elyse Moss was the successor in this draw, which was witnessed by both the candidates, in addition to the outgoing and incoming mayors.

Highlights from December 12, 2016 Council Meeting

Council welcomed two delegations to speak about a future swimming pool – Pool Fundraising Committee member Jamie Henry, who discussed her group’s commitment to continue fundraising and addressed some concerns with the lack of a specific concept; and Leaf Your Legacy Committee member Joanne Kosolofski who provided a review of the five-year campaign and also committed to future fundraising support if requested.

Council directed Administration to prepare a Request for Expressions of Interest (REOI) for an Aquatic Centre to be ready for preliminary review by Council at the January 9, 2017 Regular Meeting.

Members of the Kindersley Youth Committee also spoke to Council about their projects over the past year and the ways in which they have learned from the program. In accordance with the Youth Committee’s request, Council agreed to transfer any remaining balance of 2016 Youth Committee funds to the Fire Hall Reserve as a donation.

The Mayor and Chief Administrative Officer (CAO) were directed to execute the Letter of Acceptance from TD Commercial Banking to engage banking services for the Town of Kindersley, effective December 1, 2016 until November 30, 2021.

Administration was authorized to transfer the remaining 2016 Main Street Traffic Signal Project funds in the amount of $188,115.88 to the Machinery and Equipment Reserve so that replacement of the traffic signals can be completed in 2017.

Bylaw 02-17 Notice of Intent to Amend Zoning Bylaw

PUBLIC NOTICE OF INTENT

To Amend Bylaw No. 04-14

Town of Kindersley Zoning Bylaw

(A Bylaw to regulate Zoning and Development)

Public Notice is hereby given that the Council of the Town of Kindersley, pursuant to Section 207 of The Planning and Development Act, 2007, intends to consider Bylaw 02-17 to amend Bylaw No. 04-14, known as the Zoning Bylaw.

INTENT

The proposed Bylaw Amendment will add Oilfield supply and service establishment as a Discretionary Use in the RW – Railway Industrial District.

REASON

The reason for the Amendment is to provide for the development of a pipe yard storage center for off-loading and transporting oil equipments.

AFFECTED LAND

The affected lands are legally described as part of the SW¼ 4-29-23-W3M, NW¼ 3-29-23-W3M, SW¼ 10-29-23-W3M, and SE¼ 10-29-23-W3M that are designated as the RW – Railway Industrial District shown on the Zoning Map of the Town of Kindersley. The lands are immediately southwest of Railway Avenue.

PUBLIC INSPECTION

The proposed Bylaw Amendment may be inspected by any interested person(s) at the Town Administration Office, 106 – 5th Avenue East, between the hours of 8:30 a.m. and 4:30 p.m., Monday to Friday, except on Statutory Holidays. Copies of this Notice and the Bylaw with First Reading will be available and may be obtained at the Town Administration Office for a fee of one dollar ($1.00).
