Highlights of August 15, 2016 Council Meeting
Resident Chris Douglas addressed Council to request cost sharing with the Town for the installation of a second water line to a newly constructed residential duplex.
Council directed Administration to work with the Province of Saskatchewan and local insurance brokers to whom uninsurable property damage claims have been submitted due to recent rainfall in order to determine the Town of Kindersley's eligibility to be designated as an assistance area under the Provincial Disaster Assistance Program (PDAP).
Council directed Administration to waive the $40 Temporary Road Closure Permit fee for the Goose Festival parade.
Council approved the payment of invoices related to renovations at the Norman Ritchie Community Centre to be paid from funds currently held in the Recreation Reserve Fund to a maximum of $25,365.43, which represents the unused portion of funds from the August 2013 basement flood insurance claim.
Administration was directed to enter into a Memorandum of Understanding with the K-Town Skyscrapers RC Club for the club’s continued operation on Town-owned property south of Golfview Trailer Court. Once the memorandum is finalized, the Club will have consent to place a shipping container and fabric-covered garage on the property to use as storage.
Administration was also directed to release a Request for Proposals for the Norman Ritchie Community Centre roof replacement project.
Council directed Administration to draft an agreement with G&G Goodheart Electric Ltd. to allow for the continued placement of signs on Town-owned land at the corner of McEwen Drive and West Road in Brookhollow Estates, which are currently in violation of the Zoning […]
Highlights from September 12, 2016 Council Meeting
Council adopted Bylaw 14-16, which amended various sections of Bylaw 03-14 (known as the Official Community Plan) that relate to service fees.
Council also adopted Bylaw 08-16, which amends the Zoning Bylaw 04-14 with a variety of new and revised definitions, as well as a new section pertaining to the regulation of shipping containers (sea cans.)
Council acknowledged its disappointment at the Minister of Government Relations' decision to deny Kindersley city status, insisting that the Ministry's guidance over the past two years suggested full support for the application. A formal invitation will be extended to the Minister to attend Council to discuss further.
A decision to adopt the new Town of Kindersley Procurement and Purchasing Policy, P01-2016, was tabled by Council until September 26, 2016, so that Administration can investigate the potential of adding specific terms related to community donations and volunteer efforts.
Council accepted the draft Terms of Reference for the Kindersley Community Advisory Network as provided by the Heartland Regional Health Authority Board. In doing so, Council accepts the terms that the Mayor of the Town of Kindersley and one additional Town representative will accept positions on the Advisory Network.
Council proclaimed the third week of October as National Teen Driver Safety Week in recognition of the high record of accidents associated with teen drivers and the need to raise awareness and seek solutions that will prevent teen deaths on roads across Canada.

There are 2 candidates running for Mayor, and 12 candidates running for Councillor.
Voters will elect 1 Mayor, and 6 Councillors.
Election Day is Wednesday, October 26, 2016 from 9:00 am until 8:00 pm. Voting will take place at Elizabeth School, 200 5th Avenue East.
One Advance Poll will be held on Thursday, October 13 from 12:00 pm to 9:00 pm at the Kindersley Town Office, 106 5th Avenue East.

Highlights from September 26, 2016 Council Meeting
Kindersley Minor Ball President Chad Miller was the first delegation to the Council meeting, providing an update on the organization's season, plans for future renovation and seeking feedback on the Minor Ball committee's hope to begin generating advertisement revenue, all of which would be redirected back into capital improvements at the ball fields.
Elyse Moss and Tammy Anderson-Jackson, representing the Friends of Kinsmen Park (FOKP), addressed Council to provide an update on the community group's activities and to seek Council's support in renovating the outdoor rink at Kinsmen Park with the intention of having it in operation for winter 2016-17.
Council directed Administration to enter into agreements with the following:
- FinningCAT for the purchase of a CAT 430F2 LRC backhoe for the accepted tender amount of $87,700 plus applicable taxes.
- Jaydee AgTech for the purchase of a 2016 Bobcat S570 for the accepted tender amount of $25,269 plus applicable taxes.
Council tabled a decision to enter into an agreement for the replacement of Main Street traffic lights until the October 11, 2016 Regular Meeting of Council.
Council adopted an amendment to the Town of Kindersley's Harassment Policy, which at the suggestion of the Province of Saskatchewan, amends the definition of 'harassment' to align with Occupational Health and Safety documentation.
Council tabled a resolution to adopt Bylaw 15-16, The Traffic Bylaw, which would repeal the previous Traffic Bylaw (Bylaw 12-16) and provide greater clarification in sections relating to residential and retail parking limits, maximum length and weight restrictions, and closing of roadways. Highlights from October 11, 2016 Council Meeting
Kindersley Rodeo Committee President Tyler Ritchie addressed Council to provide on update on the 2016 Indoor Rodeo and to discuss initial plans for next year’s event.
Council proclaimed October 9-15, 2016 as Fire Prevention Week in acknowledgement of the excellent service provided by the Kindersley Fire Brigade and to support fire prevention efforts throughout Canada. This year’s theme is “Don’t Wait – Check the Date! Replace Smoke Alarms Every 10 Years.”
Bylaw 16-16, an updated Anti-Bullying Bylaw, was adopted by Council with more specific references relating to Internet and cyber bullying, as well as terminology provided by the Province to align with provincial harassment legislation.
A new Traffic Bylaw (Bylaw 15-16) was adopted, which amends portions of the previous Traffic Bylaw related to the closing of roads and streets, parking time limits, and overweight/oversize permits.
- Parking limits – Bylaw 15-16 now includes a map and specifies more clearly that a 2-hour parking limit pertains only to the retail business zone on Main Street (from Railway Avenue to the intersection of 4th Avenue) during the hours of 8:00 am to 8:00 pm.
- Overweight & Oversize Permits – Movement of any pre-assembled building or structure that requires a development permit will also require an overweight/oversize permit. These permits are not required for any vehicle directly related to the supply of service of goods to any residential or commercial property traveling the most direct route within Kindersley.
- Road Closures – The bylaw now includes information about applying for permit extensions.

Increased Voter Turnout in Advance Poll
A total of 169 votes were cast in the October 13 Advance Poll, an increase of 59 percent over the last municipal election Advance Poll in 2012.
Returning Officer Bernie Morton indicated that voter turnout was steady throughout the day but particularly during the first four hours. Polls opened at 12:00 pm at the Kindersley Administration Office, and 120 votes had already been cast by 4:30 pm.
“It’s encouraging to see that voter turnout has increased when compared to the 2012 Municipal Election Advance Poll,” said Morton. “We hope for an even stronger showing on Election Day, October 26, and I encourage everyone to learn about the candidates running for office and to recognize the important part that each citizen plays in casting a vote and contributing to the future success of our community.”
Election Day is Wednesday, October 26, 2016. Votes can be cast between 9:00 am and 8:00 pm in the gymnasium at Elizabeth School (200 5th Avenue East).
All voters are required to bring one copy of valid photo identification with residential address or two copies of approved non-photo ID.
