Approximately two dozen Kindersley residents primarily representing the neighbourhood of Coleman Crescent and Caleb Village addressed Council to voice opinions on the location of the proposed West Central Safe Shelter near their property. The project, an initiative proposed by the West Central Crisis and Family Support Centre, was first publicly acknowledge with an open forum held Tuesday, June 19 at Caleb Village with the intent of soliciting feedback from residents of the area. Spokespersons Keith Isberg and Greg Dionne said the group’s primary concerns related to safety for children and impact to property values, but they acknowledged the need for the shelter and were willing to assist in determining an alternate location that would be better suited.

Following an hour-long discussion between the delegates and Council that generated many comments, Council passed a resolution to establish a committee, chaired by the Mayor and in conjunction with the Crisis Centre, to work expeditiously toward finding a location for the proposed shelter. Many representatives of the delegation added their names to the committee list following their address to Council. The first meeting of the committee is to take place no later than July 5, and the committee is to report back to Council at its July 16, 2018 Regular Meeting.

Deputy Administrator Audrey Hebert was appointed as Interim Administrator, effective July 27, 2018.

Council approved the 2018 Mill Rate and Minimum Tax at its Regular Meeting, in addition to Bylaw 06-18, which establishes the Mill Rate Factors for the Town of Kindersley. Minimum municipal tax for residential property remains $1,240, and for commercial and other properties, $2,140.
The 2018 Municipal Uniform Mill Rate remains unchanged at 9.7, and the following Mill Rate Factors will be applied to the uniform mill rate and levied against taxable land, improvements, and property:

Council deferred making a decision on whether to permit a cannabis retail store within Kindersley town limits until January 2019 and directed Chief Administrative Officer (CAO) Bernie Morton to notify the Saskatchewan Liquor and Gaming Authority of this decision.
Council directed Mayor Rod Perkins and the CAO to enter into an Amending Agreement with Kindersley Airspray Ltd. The amendment will alter lot dimensions to create a larger area than originally designated in the agreement.
Council rescinded Resolution 122-18, reversing a decision adopted during the March 26, 2018 Regular Meeting to suspend the Kindersley Community Initiatives Program (KCIP) grant program for 2018 and direct a majority of funding to the planned Wall of Champions. Applications will now be accepted from community groups until June 22 for 2018 KCIP funding, which will be allocated by July.

Deputy Mayor Shaun Henry presented Municipal Long Service Award medals from the Canadian Volunteer Fire Service Association to three members of the Kindersley Fire Department in recognition of their years of volunteer service to the fire brigade – Fire Chief Ron Hope (37 years), Deputy Fire Chief Rod Stevens (32 years), and Senior Captain David Burke (40 years).

With most members of the Fire Department in attendance to witness, Council passed a resolution directing Administration to publish the Request for Tender for construction of a new fire hall at 111 Railway Avenue West.

Rahim Mohamed, Director of Soccer for the Saskatchewan Soccer Association, was a second delegation to Council, and spoke about the benefits of having year-round soccer programs in the community and the growing popularity of the sport throughout Canada. Darin Wildman, a rep of Kindersley Soccer, also attended the meeting in support of the presentation and expressed the local association’s desire to see an indoor multi-purpose facility constructed in Kindersley.

Council accepted a letter from the Kindersley Regional Park consenting to the tie-in of the raw water line for the purposes of irrigated the Slo-Pitch Association and Regional Park ball diamonds.

Having reviewed an application to subdivide property located at NW ¼ 3-29-23-W3M; Parcel C, Plan 63S10974; Plan L2993 Ext. 64, Council resolved that there were no concerns regarding municipal zoning bylaws or facilities affected by the proposed development. A similar resolution was passed concerning a sub-division application for proposed development at NE ¼ 22-29-23-W3M, Proposed Parcel A.

Council approved Kindersley’s 2018 municipal budget at a Special Meeting of Council held on Monday, May 7 at 8:30 a.m. The $23.1 million budget will accomplish Council’s priorities of smart spending, building bridges, and making projects happen, and aims to do so without an increase in taxes.

In addition to completing the Kindersley Aquatic Centre, Western Regional Landfill, and construction of a new Fire Hall, the 2018 Budget also includes increased spending on parks throughout Kindersley, fulfilling Council’s desire to improve irrigation and the overall appearance of the Town’s green spaces.  

The proposed 2018 Mill Rate will be brought forward to Council for approval later this month.

Council also listened to a presentation by Glen Smith and Scott Kerr of Eco-Growth who attended the meeting to discuss the potential of developing a biofuel energy program for Kindersley’s indoor aquatic centre that would enable the Town to divert organic waste from the landfill to heat the pool.

Administration was authorized to process and pay all certified progress payments and certified invoices related to the construction of the new aquatic centre when they become payable, in accordance with provisions set out in Bylaw 35-91.

Joanne Bradbury, representing Enbridge Inc., attended Council to provide information about the Enbridge Line 3 pipeline replacement project, which consists of nine construction spreads from the Hardisty, AB origin to the final U.S. destination near the Minnesota/Wisconsin border. Kindersley is within the second spread (region) of work for the project and construction is scheduled to begin in the area by August 2018. 

Enbridge reps Joel McKim and Tyler Lyne joined Bradbury for the delegation with additional information about the process of negotiating with landowners along the pipeline’s path and efforts that will be made with regard to community safety, contracting of labourers, and other factors related to the influx of activity in the community.

Council recommended resident and former councillor Lorne Janzen as a representative to the West Watershed Advisory Committee for a position to terminate on December 31, 2018.

After evaluating the tenders received for the Town of Kindersley’s planned asphalt, concrete, and water replacement infrastructure projects in 2018, Council approved the following firms as the successful bidders for their respective projects:

• GeeBee Construction – 2018 Water Main Replacement program, $324,660 plus applicable taxes
• Mobile Paving – 2018 Asphalt Paving program, $617,532.50 plus applicable taxes
• Huseini Concrete & Paving – 2018 Sidewalk Replacement program, $139,428 plus applicable taxes

Council accepted Abell Pest Control as the successful bidder for the Town of Kindersley’s pest control services and directed Administration to enter into an agreement in the amount of $7,200 plus applicable taxes.
