										<content:encoded><![CDATA[<p>Town Council held their Regular Meeting on Monday, June 10, 2019. The following resolutions were made regarding discretionary use applications, condenser replacement at the West Central Events Centre, and the Community Airport Partnership Program grant.</p>
<p>Home-based business application HB#19-04 was approved for discretionary use at the residence of #3-10 Clark Drive on the condition that all regulations of a home-based business in Kindersley are followed.</p>
<p>Council approved the discretionary use application for a Bulk Fuel and Storage Facility (DU#19-05) located at 808-12th Street West on the condition that all regulations of the Town of Kindersley are followed.</p>
<p>Chief Administrative Officer, Audrey Hebert and Deputy Administrator, Kim Vogel were appointed to serve as Committee Members to the Oversight Committee for the New Building Canada Fund PTIC-NRP for the Town of Kindersley Lagoon Project, in accordance with the terms and conditions of the Oversight Committee Guidelines and the Contribution Agreement.</p>
<p>Council resolved that in relation to Subdivision Application T0221-19S for a Subdivision in the Town of Kindersley, and the Community Planning Division of the Government of Saskatchewan&apos;s request that Council comment on the application. Council is not aware of any land or site conditions that would be incompatible with the intended use of the application, does not have any facilities that would be affected by the proposed development, and that the applicant is not required to provide municipal reserve land. The applicant will be required to enter a servicing agreement.</p>
<p>J &amp; J Air Conditioning was awarded as the successful bidder for the West Central Events Centre Condenser project as per the submitted tender and having met the August 9, 2019 operational date as per submission requirements.</p>
<p>Audited financial statements and supporting schedules of the Town of Kindersley were received as presented.</p>
<p>A Community Airport Partnership Program Agreement was entered with the Ministry of Highways and Infrastructure for upgrades to the Kindersley Regional Airport for a maximum contribution of $4000.00 representing shareable costs of the project.</p>
<p>The list of accounts as paid by the Town of Kindersley was accepted as submitted in the amount of $864,770.33.</p>
<p>The Consent Agenda was approved including the following items: Correspondence for Acceptance and Filing (Acquired Brain Injury Outreach Project &#8211; Request for Resource Listing, CN Rail &#8211; CN Day Proclamation Celebrating 100 Years, Saskatchewan Health Authority &#8211; Recognizing Pathway 2 Wellness Program, EK Water Board &#8211; May Pumping Report, RCMP Kindersley Detachment &#8211; April Policing Stats, Water Security Agency &#8211; Permit to Construct).</p>

										<content:encoded><![CDATA[<p>Town Council held their Regular Meeting on Monday, May 27, 2019. The following resolutions were made regarding the abatement of taxes, a successful bidder for the East Servicing Expansion project, and Recreation and Parks Month.</p>

<p>Council resolved to authorize the abatement of taxes in the amount of $695.82.</p>
<p></p>

<p>DC Trenching Ltd. was rewarded as the successful bidder for the East Crossing Servicing Expanion project.</p>

<p>Documents related to the Motherwell &#8211; Slowpitch Irrigation Project were reviewed by Council. Documents will be available on kindersley.ca. A printed copy can be obtained at the Administration Office.</p>
<p></p>
<p>Council reviewed the Highway 7 Kindersley Corridor Study Final Report. The report will be available on kindersley.ca. A printed copy can be obtained at the Administration office.</p>
<p></p>
<p>Council accepted as presented the &quot;Town of Kindersley Drinking Water Quality and Compliance 2018 Notification to Consumers&quot;. The document is available on kindersley.ca under our services, water and sewer. A printed copy can be obtained at the Administration Office.</p>
<p></p>
<p>The Construction Final report from the Western Regional Landfill Inc. project was reviewed by Council. The report will be available on kindersley.ca. A printed copy can be obtained at the Administration Office.</p>
<p></p>
<p>The list of accounts as paid by the Town of Kindersley were accepted in the amount of $236,812.88.</p>
<p></p>
<p>Mayor Rod Perkins proclaimed the month of June 2019 to be Recreation and Parks Month in the Town of Kindersley. Council encourages all residents to participate in recognizing the benefits of green spaces within our communities and the benefits that recreation, parks, and leisure services provide.</p>
<p></p>
<p>The Consent Agenda was approved including the following items: Correspondence for Acceptance and Filing (EK Pumping Report April 2019, Stantec Consulting Ltd. &#8211; Fire Hall Progress Report, Saskatchewan Library Trustees&apos; Association &#8211; Newsletter, SaskWater &#8211; Monthly Report, April 2019).</p>

										<content:encoded><![CDATA[<p>Town Council held their Regular Meeting on Monday, May 13, 2019. The following resolutions were made regarding the 2019 Capital and Operating Budget, Mill Rates and Minimum Tax, and various Bylaws.</p>
<p></p>
<p>A public hearing was held to discuss Bylaw 06-19 being a Bylaw to amend Bylaw 03-14 known as the Official Community Plan and Bylaw 07-19 being a Bylaw to amend Bylaw 04-14 known as the Zoning Bylaw. Hearing no objections, Council approved the second and third readings of the Bylaws.</p>
<p></p>
<p>The Operating and Capital Budget was adopted for the year of 2019.</p>
<p></p>
<p>The 2019 Mill Rate was adopted by Council.</p>
<p></p>
<p>The abatement of the 2019 municipal taxes (non-profit organizations) was authorized in the amount of $9,299.16.</p>
<p></p>
<p>Council acknowledged that lease holders located at the Kindersley Regional Airport providing aviation-based business operations may include the supply of Aviation or Jet &quot;A&quot; Fuels in those business operations and that any lease holders providing the supply of Aviation or Jet &quot;A&quot; Fuels shall ensure that they are adhering to any and all applicable government regulations and/or standards and/or permissions from approving authorities.</p>
<p></p>
<p>Chief Administrative Officer Audrey Hebert was authorized to prosecute bylaws within the Town of Kindersley, in accordance with Part I, Sub (2) (u) (ii) of The Summary Offenses Procedure Act 1990. The authorization is effective immediately.</p>
<p></p>
<p>A letter will be composed upon the Mayor&apos;s letterhead and sent to the Honourable Donna Harpauer, Minister of Finance regarding the Saskatchewan government&apos;s commitment to begin work immediately on an agreement which will equally share the cannabis excise tax with Saskatchewan municipalities.</p>
<p></p>
<p>A Home-based business application was approved for a discretionary use at the residence of 200 4th Avenue East.</p>
<p></p>
<p>Council resolved to authorize Administration to retain title to Lots 4 &amp; 5, Block 4, Plan #63S09696-1 having been acquired pursuant to The Tax Enforcement Act, and that outstanding taxes and TTP costs in the amount of $19,028.98 be paid accordingly.</p>
<p></p>
<p>The list of accounts paid by the Town of Kindersley was accepted in the amount of $1,510,845.63.</p>
<p></p>
<p>Council approved Bylaw 08-19 being a Bylaw to Establish Mill Rate Factors.</p>
<p></p>
<p>Bylaw 09-19 being a Bylaw of the Town of Kindersley in the Province of Saskatchewan to amend Bylaw 08-17 which provides for incurring a debt for the purpose of financing the cost of constructing an Indoor Aquatic Centre was approved.</p>
<p></p>
<p>The consent agenda was approved including the following items: Correspondence for Acceptance and Filing (Saskatchewan Housing Corporation Letter, Saskatchewan Housing Corporation Annual Report, Swift Current 2019 Western Canada Summer Games &#8211; Donation Request, Kindersley Detachment &#8211; RCMP Report March 2019, Southwest Municipal Government Committee &#8211; Invitation to Council and Administration) and Minutes from Committees Reporting to the CAO and Council (WCMGC Minutes &#8211; March 28, 2019)</p>

<p>My name is Sage and I was born and raised in Kindersley. As I grew up I was very involved in music and dance, both of which are how I continue to enjoy my spare time. I just completed my second year of studies at the University of Saskatchewan, where I am majoring in Anatomy and Cell Biology. I am excited to work in the Kindersley Tourism Centre this summer. I look forward to learning more of the history of Kindersley as well as plan some fun events over the summer!</p>

<p>My name is Madison and I was raised here in Kindersley. I am 19 years old. While I grew up here I was an active member of the Kindersley Figure Skating Club and Student Leadership Council, and played softball and volleyball. I just finished my second year of University at the Edwards School of Business at the University of Saskatchewan in Saskatoon. I am majoring in Finance. In my free time I like to read, go for walks, and hang out with family and friends. I will be working at the Museum as a Tourism Advisor for the summer. I love to visit with people so feel free to approach me with any questions or inquiries!</p>

										<content:encoded><![CDATA[<p>Town Council held their Regular Meeting on Monday, April 22, 2019. The following resolutions were made regarding the Community Grant Program, the demolition of the Kindersley Water Tower, and the Transferring to Reserves for the 2018 fiscal year.</p>
<p>Council resolved to approve funding to successful applicants through the Community Grant Program. All applicants will be notified of the outcome.</p>
<p></p>
<p>The recommendation of selecting Adair&apos;s Demolition Ltd. by the Procurement Adjudication Committee was accepted by Council and they are the successful proponent for the Water Tower deconstruction project.</p>
<p>Council resolved to transfer funds from the 2018 fiscal year to the Fire Hall Reserve ($500,000), Pool Reserve ($500,000), and the Unspecified Reserve (155,000).</p>
<p>A resolution was made to authorize the addition of POLICY HRG-34 being the &quot;Scent Sensitivity Policy&quot; to the current Town of Kindersley Human Resources Manual.</p>
<p>The accounts paid by the Town of Kindersley were accepted as submitted in the amount of $388,154.12.</p>
<p></p>
<p>The second and final readings of Bylaw 05-19 Being a Bylaw to Amend Bylaw 10-17, a Bylaw to Regulate the Kindersley Airport, and to Provide for Airport Authority, Rules, Regulations, and Fees was approved.</p>
<p></p>
<p>The first reading of Bylaw 06-19 Being a Bylaw to Amend Bylaw 03-17, Known as the Official Community Plan of the Town of Kindersley was approved. The Bylaw will be brought forward to the May 13th Regular Meeting of Council. Public notice will be provided and a public hearing held.</p>
<p></p>
<p>Council approved the first reading of Bylaw 07-19 being a Bylaw to Amend Bylaw 04-14 Known as the Town of Kindersley Zoning Bylaw. This Bylaw will be brought forward to the May 13th Regular Meeting of Council. Public notice will be provided and a public hearing held.</p>
<p>Several proclamations were made including A Day of Mourning for Persons Killed or Injured in the Workplace (April 28), Emergency Preparedness Week (May 5-11), Economic Development Week (May 6-11), and National Public Works Week (May 19-25).</p>
<p></p>
<p>The Consent Agenda was approved including the following items Correspondence for Acceptance and Filling (Eston Kindersley Pumping Report &#8211; March 2019, Kindersley Scrap Metal Flyer, and MP Cheryl Gallant &#8211; Bill C68).</p>

										<content:encoded><![CDATA[<p>You may have noticed the smell of the lagoon in town. This is due to the warming and cooling of the spring temperatures. The upgrades that our funding will include will greatly improve this issue. The new cells will be located East of the current lagoon.</p>
<p></p>
<p>The Lagoon project will include design and construction of the following:</p>
<p>&bull; Construction of two new aerated cells at the front end of the treatment process</p>
<p>&bull; Installation of aeration header/laterals in the two new cells</p>
<p>&bull; Construction of a second blower building for the expanded aeration system</p>
<p>&bull; Replacement of the effluent pumping station</p>
<p>&bull; Upgrades to the existing facultative aerated cells which consist of raising the perimeter berms by 0.9m and desludging the existing lagoon cells</p>
<p>&bull; Replacement of 1800 metres of force main from the existing Rosedale Sewage Pumping Station to the lagoon.</p>
<p>&bull; Replacement of gravity sewer trunk main to lagoon (Railway Avenue to the lagoon).</p>
<p></p>

<p>Our municipal component is larger due to some costs not being eligible under the funding program. These include costs acquired to have the project &ldquo;shovel ready&rdquo; for funding submission (as required), for example engineering costs to date for initial design, effluent sampling and studies, etc. All costs going forward are now eligible for funding.</p>

<p>Women have played important roles on the farm over Saskatchewan&rsquo;s history. Loverna area farmer and historian, Bill Warrington, wants people to recognize their efforts.</p>
<p>&ldquo;We don&rsquo;t give them nearly the credit they need for what they did,&rdquo; the historian said, referring to rural women and all of the things they did, and continue to do, to help out on the farm and in their rural communities.</p>
<p>Warrington, who is the chairperson for the Kindersley &amp; District Plains Museum, said the museum has plenty of artifacts in its collection that pertain to the roles of rural women, but the museum lacks the stories behind the women and the tools they used throughout history.</p>
<p>Although the role of women on the farm has changed in various ways through the years, the dedication of, and hard work by, rural women has not changed. Warrington said men on the farm often spend much of their time working on machinery and getting prepared for seeding and harvest. Technology has changed everyone&rsquo;s role on the farm.</p>
<p>The historian said women have always done a lot to help on the farm, but never more than when horses were still being used in the field and more people were needed to help with the harvests. Feeding an army of workers is common for rural women.</p>
<p>Warrington said their families and farm hands needed a place to live, and the women helped to maintain homes and living quarters. He said all of the people needed to eat, so the women would spend time preparing and cooking their meals.</p>
<p>The meal preparations, especially in the province&rsquo;s earlier history, took a lot of work, he explained. Women often had to look after several children, but they helped to prepare lunches and suppers each day. Grandmothers and daughters would also help when it came to preparing meals, he said.</p>
<p>He noted that the food was often self-sourced from the farm, so the women would grow and harvest vegetables in a garden. Women had to kill and clean chickens, or butcher pigs for their hungry farm families.</p>
<p>Women also milked the cows with the help of their children, but the creme had to be used to churn butter and make other food items in addition to being consumed as a beverage. The work was seemingly endless for women on the farm, and without the modern conveniences of today, Warrington said he wants them to get more credit.</p>
<p>&ldquo;We have forgotten to thank these women &ndash; in any way that I can see &ndash; for all of the contributions they have made,&rdquo; he said, recognizing that he is talking about a larger message of thanks than those after supper at the end of the day.</p>
<p>Warrington is trying to start the conversation by spreading his own personal message of thanks to the women behind the farm. He said a threshing club in Kindersley holds its threshing and binder demonstrations each fall, but the event focuses on the jobs that were typically performed while in the field.</p>
<p>He noted that it would be nice to highlight the jobs performed while working in the home. The historian said if there is anybody who is interested to work on a special display for the museum to honour rural woman, he would be willing to entertain the idea.</p>
<p>A majority of the pioneering women are no longer around to receive the message of thanks, but women continue to have significant roles on Saskatchewan farms, Warrington said. He added that he thanks the women for all they do.</p>
